The 19-year-old was taken to hospital after hurting his shoulder in training.
Scotland are getting ready to take on Argentina, Wales are in Denmark, and Northern Ireland host Hungary.
The Arsenal winger was training ahead of England's match against Germany in Berlin when he dislocated his shoulder.
He was taken to hospital, and could fly back to England soon.

England manager Fabio Capello said: "Our priority is Theo and making him as comfortable as possible before he returns home.
"We are all very disappointed,but the important thing is for Theo to travel home and make a quick recovery."
The injury is a blow to Capello, who is already without Steven Gerrard, Frank Lampard, Wayne Rooney, Rio Ferdinand, Wes Brown, Joe Cole, Ashley Cole, Emile Heskey and Joe Hart for the match.
